Now that you have your items_game.txt it's simple!
1. Navigate to your \Steam\steamapps\<username>\team fortress 2\tf folder and create a new folder called scripts if there isn't one there already.
2. Inside that folder, create a new folder called items if there isn't one already.
3. Paste the downloaded items_game.txt file inside it.
4. Enjoy your customized game!
Remember that you must download a new items_game.txt after each Team Fortress 2 update. Just check the update date here and download a newly updated file following the previous steps.
There are some limitations, as such the Scout, Sniper, Soldier and Engineer will appear hatless nor it will remove your own hat that you are wearing while playing.
